[riptide doesn't answer. instead a hard light holoform pops up behind luke, tapping him on the shoulder.]

Wh- [Luke nearly jumps out of his skin, not just because Riptide surprised him, but because if Riptide surprised him, he's probably about to get stepped on and die horribly. Also, he doesn't usually get surprised. But then, you can't sense mechanical parts with the Force.]

[So he turns, wide-eyed, at... this guy.] Hello...? [What is going on.]

[Luke just keeps staring. He reaches out to poke Riptide's shoulder.]

It's just a hologram. I'm sitting in my room, I couldn't be bothered getting up to open the door.

I think the Decepticons usually just straight up took over planets. Spying doesn't really work for them.
