There's nothing simplistic or a quick fix in regards to the mental stability of a user. Being there, and keeping them safe are important steps until the problem can be diagnosed and a regime of therapy and moral support can be set up. Drugs may also be needed if the mental imbalance is a chemical problem.
Stay with them and keep them talking to you until help arrives. If they can remain focused on you they may calm down and be reasonable if they are panicking or too emotional to think clearly.

If no one medically trained responds to this message then you may have to take the patient to help instead of waiting for help to come to you.
The very fact you are remaining with them even if they did not respond positively to your presence is good. Even subconsciously it could be aiding them, despite no outward sign of such. Just keep an eye on their health and note any sudden changes that way an informed report can be given to the medic that will oversee the user you are with.

[He doesn't follow up with any of the more human send offs, knowing the other wouldn't likely appreciate or understand such in regards to this. Nor empty platitudes as those never do anything but make someone upset.]
Don't be surprised if you're made to give a detailed report of everything you witnessed to whoever is in charge of the user's recovery.
