[On the 17th, Captain Thán sends out a text message addressing all Moirans.]

The environment on the ship has been extremely hostile, more than what's typical for us, and that has to stop. The punishment system was put into play to discourage these kinds of actions, but there have been more after its installation.

This means that things are going to change, beginning with the treatment of other crew members.

As your captains, we don't wish to force anyone to do anything, and we'd prefer that everyone learn to live and work together to achieve our common goal, but that idle behavior we've adopted is now over. All of us are extremely displeased.

We're going to start with reworking the punishment system. This will mean the creation of new positions (arresting officers, mediation officers, etc.), and the implementation of new rules.

Please state your suggestions, thoughts, and offer yourself as candidates for the new roles.

I'm skeptical of all of these things, except clear rules need to be written down.

Think of this, there are people we find out months after the fact that are murderers, tyrants, that have been lying about their name, their history. Not always bad people, but ah...

We're all here against our will. No one is natives to this place. So, everyone should get a say. Leadership positions here? I think should only be for explaining how to do shit or taking care of a place. Not for one person who may be changed by some history we don't know deciding the future of someone else.

I don't think we should elect people to be in charge. But having judges or a council to advise in certain situations doesn't seem like a terrible idea to me. If one of them turns out to have some kind of terrible past... there's no way we can know that's not a rumor started by someone who doesn't like them, unless we have real evidence. And if we do, we should vote to remove them.

People disappear from here without warning, too. Pretty frequently. And then sometimes they come back with no memory. Or a different history. And mind-control? Surprisingly easy.

Sounds like you just really like someone and want to put them on a council.

But that's the problem, isn't it? Everyone has their reasons for wanting what they want, and I just don't know which reasons are or aren't acceptable. But that doesn't mean... it doesn't mean we shouldn't try. I guess that's what I'm afraid of happening.

Maybe let me put it another way.

I miss being able to run. When I'm in a bad government, with bad leaders. When I am controlled by criminals... I miss that ability to run. If it should happen here, none of us have the ability. Our will has already been taken from us. We are at mercy of the rules we choose, the punishments we are to decide.

We are at mercy of the horrible lives our crew has been force to live before and bring with them to this place. And some of them? They have been through some real shit.

So it may be the last freedom that is given to us all. Last real freedom anyway, as with the choice to use it or avoid it. Every one of us, with the knowledge of our own past deciding what is best for us. You know, I have never been allowed to vote? I have lost a lot of faith in the idea. But I would like to see everyone continue to have that chance.

[Even if he doesn't trust himself or the knowledge of other people to make good decisions. He just rambles opinions and is too scared to exercise the right himself.]

[Luke's voice is very gentle when he speaks.] I've never voted, either. Nobody does. We used to have a senate, but it didn't represent my system, and it was folded recently. I'm part of a group that's supposed to be fighting to bring it back.

So maybe you put too little stock in the idea, or maybe I put in too much. Or maybe it's somewhere in between. I don't know if any of us are right or wrong.

But I know we can't run; you're right. There might not be a right answer, but I'd like to find one that's... less wrong.

Voting on things. Letting everyone be heard. That part is pretty good.

The rest? I don't think it will take such a giant overhaul. Think stuff like security rooms. We already wear these stupid MIDs, it would be easy to make someone go back to their room for a curfew, and people wouldn't need to be locked up forever. Warnings and smaller punishments for little crimes- most of this shit actually comes from people not knocking it the fuck off when they should.

People make some good ideas here.

Most of all, I don't like this building attitude of "us" versus "them" with our own crew. That starts shit no one wants.

You have a good point. A lot of them, actually. And it sounds like you have the experience to back it up.

So... I guess I think you're right that a council might not be the best idea, but for what it's worth, if we were going to have one, you'd have my vote.
