[On the 17th, Captain Thán sends out a text message addressing all Moirans.]

The environment on the ship has been extremely hostile, more than what's typical for us, and that has to stop. The punishment system was put into play to discourage these kinds of actions, but there have been more after its installation.

This means that things are going to change, beginning with the treatment of other crew members.

As your captains, we don't wish to force anyone to do anything, and we'd prefer that everyone learn to live and work together to achieve our common goal, but that idle behavior we've adopted is now over. All of us are extremely displeased.

We're going to start with reworking the punishment system. This will mean the creation of new positions (arresting officers, mediation officers, etc.), and the implementation of new rules.

Please state your suggestions, thoughts, and offer yourself as candidates for the new roles.

The punishments should be based on making sure people don't do offenses again, not scaring them into compliance. Making examples of people- [is wrong] ...doesn't work.

What is the legal system like on your planet? We should compare what works, I think, instead of focusing on what doesn't.

We have given everyone aboard equal opportunity to prevent further offenses. Yet, there have been consequences to these actions that will not settle sooner rather than later. Fear does not give the right compliance, but fear from ill-judgment also creates chaos, Crewman Skywalker. [ Cúrre's expression doesn't waver. ] Where we are from, the legalities are simple and do not stress this sort of behavior.

It will not work here because it has not worked yet. This is why we have come to you collectively.

People are always going to be afraid of the ones in charge, especially if they didn't have any choice in the matter. [Luke shrugs. Captains have power, everyone knows that, and people are afraid of those in power.] I don't like it either, believe me.

We have given a choice, and it has come to this. [ As unfortunate as it is. She is never one to dismiss freewill given her position aboard the Moira. ] We would have hoped that this system would reflect trust and maturity between individuals regarding their own fate for a more peaceful resolution.

Perhaps we were wrong in that assumption. [ So, yes. ]

Well... I think it's good that you tried to go with trust to begin with, honest. I would have done the same thing. But looking at it now, it seems like a system based on trust could fall apart when the people in it get kind of kidnapped to be there in the first place.

I've heard of some systems having judges decide on matters. Maybe that would help the system to be more fair. Or juries, those too.

Kidnapped is not the best word to use. We are doing what we can, and in return, those aboard have done nothing but dig themselves deeper into trouble. [ There's a pause. ] Is a jury not what we have already established? How would it be different than what we have already tried?

Sorry, I know you don't kidnap people, but you've gotta know what I mean. People getting sucked in here against their will doesn't foster trust, no matter what you call it.

Hey, not all of us have dug ourselves in. A lot of us are just trying to help. More than not, I think. It's easier to notice the negative.

A jury isn't everyone. If everyone votes, it becomes a popularity contest. At least, that's what I've seen. But I don't know; even if what we have doesn't work, it's better than what we have where I'm from. That's why I was curious about how people on other systems do it.
