Do you think it's possible that the captains are also unfamiliar with these places we're visiting, or at least unfamiliar with current conditions there?

I would strongly wager the captains don't do enough or do no research on various places we approach. Finding out what the local social climate is would be a great benefit for us as a whole. We are strangers approaching a planet that couldor be having difficulties that our presence could only make that much worse.
It is akin to how they seem to know very little about us when we are pulled to the ship. Ingress is unpredictable yes, but asking new arrivals of their home would provide more help to possibly avoid in fighting, though that is another topic entirely.
