Your only other options are execution/imprisonment for the rest of the trip. Most of the ship doesn't seem to have the balls for either.

I'm not sure I'm bothered by imprisonment being a consequence of murder. [He's a little more tentative about execution.] Isn't that how most people do things back home? I'm not saying we forgo a trial or anything like that, but...I don't know. It's not even on the table the way things are right now.

There's too much democracy in the whole process. Captains of the ship should be the ones in charge of handing down punishment from the start. That's why they have that rank/responsibility.

Captains only get to do that when their crew trusts or fears them enough to give them that job.

[Sorry Big Boss, this isn't the military. Rank and title don't mean a thing until you make them mean something - which the captains of this vessel have yet to do, in Robin's opinion. ]

You might as well call them Helmsman then. Being a CO means bearing a certain amount of responsibilities. Whether your underlings fear/trust/like you or not.

This isn't like it is in the military. Rank is just a thing you call yourself here, it barely means anything.

last ship i was on captains ran things very tight. but everyone was afraid of them; it didn't work out so well.

being in charge is a starting point, but a system doesn't need a captain to run well, it just needs to be agreed upon.
