Hello. This is Gregor Vorbarra, Senior Arbitration Officer on the ship, and I wanted to reach out to the inhabitants of the Moira new and old, to let you know that murder is not, has never been, and will never be an officially sanctioned method of arbitrating disputes either between crewmembers or officers. It does bring up an interesting point, however. For all the ranks they issue us, along with the titles, there's not much they offer in the way of enforcement. I mean, it's not like we can fire someone who doesn't do their job adequately.

People have been moved around to different positions. Our Personnel Officer has a truly incredible talent for either making one's life extremely easy or extremely difficult, depending on who you are and the mood he's in. [Gregor smiles a little, lest Pepper get the wrong impression.] He's my foster-brother, so for me, it's usually both.

Ah, but Pepper is familiar with that same Personnel Officer, given that he had been the very one to tell Pepper what she's just repeated to Gregor. She grins a bit at the mention.] Miles. I've spoken with him a couple of times. I guess the question is, what would Miss Hammerlock be doing, if not making threats as an Arbitration Officer?

Indeed. I believe that's partly why Miles has declined to move her position elsewhere. At least this way I can sort of keep tabs on her official duties.
