Hello. This is Gregor Vorbarra, Senior Arbitration Officer on the ship, and I wanted to reach out to the inhabitants of the Moira new and old, to let you know that murder is not, has never been, and will never be an officially sanctioned method of arbitrating disputes either between crewmembers or officers. That, unfortunately, is not my department. Not that I don't care, but it's well beyond the scope of my duties and influence as an Arbitration Officer. I'm assisting our Probation Officer as much as I'm able, but I'm more than aware the penal system on this ship needs... some work. [To put it mildly.]

I'm attempting to check this as thoroughly as I can, but I'm certainly open to constructive suggestions. Do you happen to have any?

I don't know. Maybe you ask the crew that. I'm not the only one who thinks the punishment is too lax. And besides it's not really that its...how are people supposed to feel safe?

[He wasn't talking about himself, and he knew there were plenty of people aboard who weren't put off by a few dangerous crewmates. But there were plenty of others who were just normal people, scared enough of being thrown into an unfamiliar situation, nevermind working elbow to elbow with someone who might murder them if they had a bad day.]

So whose department is it?

The crew is, ostensibly, the group who decides the punishment by vote. But again, you're telling me to ask the crew and asking me which department it is as though I'm supposed to have any authority to enact change. I'm the Arbitration Officer--I help settle disputes between crewmembers when a third party is necessary, which I can't do if people don't come to me for help.

I'm not necessarily defending the system we have, and I would assume it's the Captains who have the power to change it one way or the other, but I don't have any influence over them, either. [Is that a small hint of frustration in his voice?] Too many crewmembers don't feel safe, but I hesitate to undermine the Captains by setting up our own independent system. The last thing we need here with this many dangerous people is anarchy.
