The job description is to solve problems. By removing either one half of the problem or the entire thing, it's as good as solved.

The job description is to arbitrate disputes between crewmembers. Shooting one of them is not actually arbitrating, and putting them into the medibay or back into the Ingress is a temporary solution at best. If you don't want people coming back again and again, actually taking care of the root cause and not the symptoms of the problem is actually more efficient.
