[ You can learn a lot about the culture of a ship through its rules. He rules out HYDRA -- they're usually more cruel and efficient than this. Here, he and the others are animals in a trap, at the mercy of unknown entities powerful enough to draw and keep all of them in here. He doesn't give voice to these thoughts.

1. Too damn high, even if there's cryorevival here.
2. The captains if they have to, although I don't think anyone's pushed them past disciplinary action. Other than that it seems to be left to the crew to figure out.

1. No fucking clue, but I guess we'll all be finding that out soon.

2. I guess I'm gonna be a part of that considering my job? At least with keeping people in their holding cells after the fact. IDK I didn't ask for the job so they can fuck off until I learn more.

So maybe ditto on that first one.

3. Hell's Kitchen in New York. Right after I saved my best friend from a monster. Made sure he'd never hurt anyone ever again.

2. There are at present several security members and arbitration officers. Disputes in which a larger punishment is called for are settled via trial and crew vote. Ultra Magnus is the Bailiff and Probation Officer.

1. Do you mean mortality rate for people that stay dead or just people that die?

2. The ship enforces discipline. If you fuck up it gets voted on.


[Though as someone that went to the hold for a while for flipping a table and hasn't seen anyone punished for property destruction since, just violence against their fellows, he's not super keen on the whole punishment system.]

3. I was a part of a different crew on another ship. Before that ship, Liberty City. 2008.

1. Unknown.

2. From what I've been able to tell, the ship's security system identifies a problem and someone is sent to deal with it. Depending on the nature of the problem, a perpetrator is placed in the hold until a democratic vote is held, agreeing to specific grade of the punishment. Then certain individuals are tasked with enforcing that discipline, whether it's someone receiving treatment for their mental health or something more serious.
