I think it depends on what they've done and how that action affected you or innocent people.

If something they did really hurt me, then yes, I think I'd have a hard time forgiving them. But I can't think of any examples right now.

I would talk to those people that you trust and ask them in a non-accusing manner why they chose to forgive. It may help you better understand. You know, put things in perspective? But in the end, the choice to forgive is yours.

It's the only situation I could think of that would affect you in such a way. Especially since he's very stubborn.

In the end, you can only control your actions, not his. So the most important thing here is if you want to forgive or not. After that, you can decide what you want to do in the face of his stubbornness.
