[ honestly, tretij doesn't care about the network. he doesn't care about much other than eli, but.. there are a few things he's interested in, and one of them happens to be people who are as different as he is. the network seems to be the easiest and least uncomfortable way to meet them, given how psychically overwhelmed he is on the moira right now-- and given his caution.

[While he has no verbal confirmation as to the age of his texting companion, logic would dictate that, given his response patterns, the person is likely young. Not wishing to trouble the poor fellow any more than already seemed evident by their description of the human minds around them, Spock uses this information to help him narrow down who it is he is searching for upon reaching the observation deck.
As it is uncommon for Vulcans to reach out with their minds unless mutual consent has been confirmed, he keeps his thoughts his own. If his mind is searched, it would reflect as significantly more controlled than that of others, a faint, low hum compared to the cacophony of human minds. While flickers of his immediate concerns will slip through the cracks, they present themselves in a highly muted fashion, a quiet echo down a long corridor.
He approaches cautiously, not wishing to startle his new acquaintance and makes noticeable enough noise to notify the young man to his presence.]

as soon as spock enters the observation deck, he does indeed reach out toward him curiously, brushing against his mind without actually pushing for anything. whatever he finds makes him psychically rear back in surprise, which manifests itself physically as tretij's narrow back straightening a little.
there's a pause, then his mind returns once more, cautious and wary, pinging him in a sort of non-verbal 'hello'. --it's probably fairly evident that tretij's abilities were forced open. his psychic presence is massively scarred, almost raw in a way, and he has no shields to speak of. while he doesn't project anything, he receives all the time-- no doubt why he prefers the observation deck, which at least provides some small amount of distance from the rest of the ship. ]
