It does, but I don't believe it's one that can be handled by a single crewmember, even one with the extremely limited authority given to me by the captains as Arbitration Officer. If a unilateral decision for noninvolvement--or any unilateral decision for the ship--is to be made, it needs to be made by the crew working together, not by a single person, especially considering how many crewmembers there are and how few captains. I've been communicating with our Probation Officer to attempt to come up with an alternate solution to just letting everyone do whatever they want, but unless it involves us setting up rules we have no way of enforcing it just isn't that simple. If you have any suggestions for a workable solution besides the one already in place, I would be genuinely pleased to hear them.
As for this planet... I agree with you, that starting trouble here is dangerous. I'm not trying to encourage people to make problems wherever we go, I'm just not particularly interested in shooting them if I think they're kicking up a fuss, even if I don't want to hang either.
Regardless, I don't believe us ending up trapped or imprisoned on this planet is a serious long-term concern. The Ingress appears to be taking care of that quite neatly, though I'm not sure how reassuring that is.
