People are dangerous when others feel threatened by them. Someone can have the propensity to be dangerous - aggression, malevolence, power that's uncontrolled - but it's really about how others perceive their actions. Not to say it isn't the individual's responsibility to keep themselves in check...just that I imagine every world's culture and view of these things is different.
