The environment on the ship has been extremely hostile, more than what's typical for us, and that has to stop. The punishment system was put into play to discourage these kinds of actions, but there have been more after its installation.

This means that things are going to change, beginning with the treatment of other crew members.

As your captains, we don't wish to force anyone to do anything, and we'd prefer that everyone learn to live and work together to achieve our common goal, but that idle behavior we've adopted is now over. All of us are extremely displeased.

We're going to start with reworking the punishment system. This will mean the creation of new positions (arresting officers, mediation officers, etc.), and the implementation of new rules.

Please state your suggestions, thoughts, and offer yourself as candidates for the new roles.

That's an interesting approach to take. A good one. We'd have to find something that the majority of the crew would believe enough in.

I'm used to leading slightly smaller groups, but I'm sure the principles are similar. A crew that doesn't work like a crew isn't much of one, is it? There will always be detractors, but if you can get a good portion of people onboard, you're on the right track.

So we need to find something that would rally the majority of the crew into acting more like a crew. That seems like an impossible 'something'. Especially when the point of this journey is supposed to be for all of us and it isn't a strong enough motivator.

Well, it's obviously going to be difficult with a group of this size and diversity. Especially considering we aren't exactly here of our own free will. And where would we go if we disagreed? Out into space?

But if you're going to lead, you're going to want others to follow. For others to follow, you'll need motivation. Nothing wrong with doing the impossible, right?

So we'll have to find the right motivation. It's a tall order, but we're going to try our best.

Hell, with some people, seeing that you're trying might just be enough. Some, nothing will be. Some, you might have to talk a good game. You'll figure something out. If you don't? Nothing lost but a bit of time.
